This is called a Christmas Rose or Hellebore. They normally range from creamy white to light pink. They bloom all winter and are such a unique flower. I love them.

Thank you to all of you who correctly identified the flower, a Hellebore , also known as Christmas Rose or Lenten Rose. Where I took the photo there are other colours of the same flower (white and purple). It is good to know the name of this plant as I don't think I've seen it anywhere except this one patch of garden on a busy thoroughfare.
